The best route is take a bus from delhi or Chandigarh get off before aut from there you will get the cabs and mini buses

Hi thanks for writing in. Places like Manali, Kasol etc are on higher altitudes hence the way to reach such places are very prone for landslides during July & aug. Though places like Shimla ,mussoorie are on lower altitudes and can be visited during these months as well.
You can choose SEP. , But if you choose to go in July aug for Manali Kasol just be a little careful. Do make all accomodation bookings in advance as currently availability is a concern due to huge traffic flowing in there post the relaxation of second wave of covid.
