You can actually change the frame rate of a project from bottom right hand corner and it will only affect that project but it normally prompts you to change to frame rate of your imported media the first time.
Resolve is deep. In the project settings, there are three little dots in the upper right corner. There, you can, among other options, make the current settings the default.

Thanks for the tip! My Adobe subscription didn’t give me access to After Effects so I don’t have a reference 😅
When you drag files into the timeline from file explorer, it prompts you to change the frame rate to that file's frame rate, btw
