@@CCTornadoes Well clearly there is dust somewhere because a bunch of black asphalt and gray concrete doesn't magically turn brownish yellow in a tornado. That appears to be beach sand. If there is a golf course or oceanic river nearby it probably came from there
Raleigh is nowhere near water conducive enough for a waterspout. It's more than likely a gustnado, but we can't see the cloud bases enough to make out rotation.

Dude, did you'll report that to NWS RALEIGH by any chance?? That DEFINITELY looks like a tornado and none was reported that day from Arthur.

Spring 2013, a group of tornadoes went through Raleigh. One did briefly land near downtown then jumped northeast towards Rolesville/Knightdale
