Dice lip malfunction

As a Tournament Director what would your ruling be with this dice roll? Both of us playing were experienced TDs. Although the actual roll was good for me, I deemed it illegal. My opponent, although the roll was bad for him, deemed it legal. But neither of us were quite sure. The actual TD of the tournament ruled it legal. Curious to have other TD and experienced players' opinions. I suspect opinions will be divided down the middle.
