I really love this artist! He is my all time favorite landscape watercolor artist. Talk about painting! He does whatever he needs to do to get the results he wants. Even paints down on the floor. Love this guy!
The short answer to your question, if you're referring to the well-known British watercolour artist, is probably yes. But don't forget that the name, though not as common as, for example, 'John Smith', is in fact shared by several people on Planet Earth. Which Joe Dowden(s) do you mean? I've just googled the name and quickly found two US citizens with that name, one of whom is a barber and the other a former motorbike salesman! But, as far as I know, there's only one Joe (Francis) Dowden who hails from the UK and wields a paint brush as brilliantly as the one you and I both admire. I'm glad I posted this video clip which is a reminder of the excellent painting course I did with Joe in 2016. How time flies!
