To be fair, this is not typical folk dance. It is modern interpretation of Tajik traditional dance with elements of modern dance. So, it is natural to feel different than a Tajik folk dance. Besides, the Tajik dance performances you watched may not been performed by professional dancers like in this case. There used to be a Tajik ensemble in the past, I am not sure if it is still around. The folk dances are elegant and beautiful in their own right. I am not trying to diminish the quality of this performance, just don’t want to compare apples to oranges. Personally, I prefer the authentic, simple Tajik folk dances performed by regular Tajik people, not professional dancers. By the way, am an Uyghur from Kashgar where most of the Tajiks live.

Uyghurs and Tajiks are close like brothers, but as an Uyghur I feel it is not appropriate for Uyghur performers to perform Tajik dances. It is a sort of cultural appropriation. We should give more chance to Tajik performers to perform their ethnic dances on stages rather than let Uyghur performers to perform Tajik dances. There are plenty of Tajik dancers in East Turkistan.
In China folk dancers in dance academies usually major in multiple types of ethnic dances, so a dancer, no matter their ethnic identity, will know at least one type that is not of their own ethnic group. Why can't they perform?
The whole world is turkish, it expands as east as to pacific islands, and as west as to alaska. So Im not sure what you mean exactly by east turkistan.
