The outside bathroom I’m supposed to use as an amputee

I have been waiting for 3.5 years for ACC to modify my house and make wheelchair and disabled accessible. In the mean time I am expected to shower outside. Heading into the second winter with this crappy arrangement, look what has happened now. This is NOT ok.

i couldnt even get a bar for my bathroom, also an amputee. 6 years now
