this sound is some long jumpscare sound from either sally.exe or another 'spirtual' sequel to sonic.exe because i remember it being used in one of these games back in 2014-16 era

But yeah it's basically just a generic dial up 52kb modem sound effect slowed down and added generic screaming sound effects over it but that was the charm back in the day
