No, that cloth-like cotton is heat insulation and heat-resistant material.
Fuel...bio-alcohol, rubbing alcohol, isopropyl alcohol are good choices.

How full do you fill the container? Can you just put a smaller amount or does it have to fill all the way up to the top of that piece of fabric? I don't want the fire to be too big.
