Thank you. It appeared to be a setup to an aborted "Power Half Nelson" attempt, in which the forearm against the back of the neck is used for extra leverage. The amount of force used in the placement of the forearm on the back of the neck must not exceed normal aggressiveness or be used in a punishing way, which is subjectively determined by the referee on the mat.
