Learning regenerative agriculture - fast - would greatly help. Established farms with these methods will pull maximum value out of every drop of aquifer water. As the land becomes green a tipping point will be reached so that rainfall will no longer be repelled by rising heat.
Yeah maybe… watershed by watershed, oasis by oasis, fixing sand dunes with organic matter, planting desert trees for shade, making ponds and dams to let flood water refill the aquifer. It would take a completely different mindset than just pure agricultural production of cash crops. What they are doing now is so short sighted from what I can tell.

The same effect can be done through climate change, sind more heat brings more evaparation which gets them more rain in the desert - with davastating effects on the rest of the world. But there are some studies that suggest that we can get the same effect with a certain amount of solar pannels in the desert.

They should have followed a regeneration of the ecosystem, creating first an environmental system that would eventually bring more moisture and eventually rain... The agriculture will be gone when there is no aquifer water or they just continue with the current strategy and throw lots of money into desalinization. They will continue to not have a sustainable environment until the money is gone and have nothing... but the established mindset will block any alternatives

This isn't sustainable. You can't keep draining an underground aquafer for farming. Without rain, the aquafer is not being renewed and the water will completely dry out.
So the problem is no rain; they should plant trees. The only way they can get rain is to have forest so they should prioritise forests over agriculture. They should plant trees like china has been doing with their forest. Then they should top it up with regenerative agriculture
