If I remember correctly Dondi also said the ptera nerfs were to combat the spy drone tactic mixed packers would use.
I do agree that ptera could use a bit more damage; especially when you consider how long it takes to kill a sea turtle.

Fun fact. If you ascend when your wings are in a natural downward motion, you save a whole bunch of stamina.
