Sure it is rare to see Gokus ground game and on that regard Baki has an edge but outside of iy NO!!!! Besides if people are willing to give Baki all his superhuman attributrs as a hanma such as demon back demon brain etc then I think it is fair to give Goku KK as well. It occurred to me while watching this video, that perhaps when kaioken destroys Goku's body, its contributing to his zenkai boost in a unique way.
Kaioken times 100 would literally be Super Sayian 2 levels of power, that quote cannot be true. Simple as that.

He used it once in anime filler, when fighting piccon in the afterlife tournament. He was dead at the time though.
