Honestly, i don’t think bill is stronger than blackhat, because blackhat if i remember correctly took over the world 3 times? and got tired of it. Blackhat doesn’t seem to have any limits to his abilities meanwhile bill cipher did. But for all i know bill cipher and blackhat could be equally powerful.
