Can see it being easily defeated though. Needs direct line of sight etc, just throw some thermal resilient ablative coating on the rocket and its useless... some hydrogel or even asbestos, make it spin so that the laser cannot stay in the same spot longer than half a second reducing its effectiveness, and you have a very expensive and useless defense system...
This sounds like a grift more than anything. Maybe as offensive, for sure. But as a defensive weapon? will be outclassed easily i think.
