Here alkyl fluoride is least reactive and alkyl iodide is more reactive, so while dehydrohalogenation of substrate..weaker bases are better leaving group.

Least substituted olefin acts as a major pdt in Hofmann rule .. opposite to that saytzeff rule

We look at the medium of the reaction. Bulky solvents usually give Hoffmann products.
