You can actually get 3 stars with just one cook in single player. I just got 140 points, I find it easier this way. No need to juggle between cooks and rooms.
I got 196 doing that :D Not pressing the button That is only easy when you only want to get the third star, but using two chefs definitely gives you more points, which is for sure the strategy for highscores and wrs
