And that’s why Enji said he looked everywhere for Touya but couldn’t find anything except for the jaw piece. It’s because AFO had found his body before Enji and taken it to that hospital. You can see his silhouette in the second time we see the flashback of the Sekoto Peak fire after Touya had thrown himself into the river to extinguish his body. It’s the same silhouette of a man we see in Tomura’s backstory.
