I want to clarify 2 things, I got/explained incorrectly:
1) Stretched Time makes Flow of Time affect 5 allies, just as STM would effect the allies.
2) alacrity increases recharge speed by 25% (recharge at 125% rather than 100%) this means 100/125 = 80% of tooltip cd e.g. Phantasmal Disenchanter would be 20secs x 80% = 16 secs cooldown.
but, Improved Alacrity recharges skills 50% ( 150%) making it 100/150 = 66.67% of tooltip cd e.g. Phantasmal Disenchanter would be 20secs x 66.67% = 13.34 secs
what are the alternative non-soto weapon sets? esp for rifle

Just picked this up recently after being qHB forever- and really loving it. I do like the AEO boons.. and being able to LFG with any boon needed is amazing. I do feel like it can be played by spamming everything off CD to "learn..." which is fine for new players. The utility is insane, and its a simple healing build to do well with- and guessing not so simple to do amazingly well with! Well worth changing over to, so far!
just a note on something you said regarding alac and quick. Choosing Stretched Time also makes Flow of Time affects your allies, which means it's identical to Seize the moment. Alac and quick uptime on chrono therefor is the same
Yep, I fell into the same pit at first. But it's indeed identical.
Please check the pinned comment, I missed that Stretched Time turns Flow of time into a group wide effect.
Another thing to note, Improved Alacrity doesn't cause Alacrity to give your skills a 50% reduced recharge time. It improves the 25% Alacrity normally gives by 50% of it, making Alacrity give your skills about a 33% reduced recharge time. Easiest way to check is to go to Golem Room and give yourself Alacrity and look at Elite Well which normally has 60 sec recharge. With 50% recharge reduction, it should go to 30 sec recharge, but it's a 40 sec recharge instead.
Another thing to note, if you're going for Heal Chrono, it is much better to go Rifle and then scepter + shield (tanking and more prot) / Focus (Swiftness, pulls, etc) / Pistol (extra CC). In instance content, the Healer role usually covers the majority of the basic boons, and Rifle really helps you do that.
