Hi Sagar, The Insufficient data state can be because any of the below reason 1. may be your CloudWatch alarm just started. 2. metric is unavailable. 3. The metric parameters, like namespace, metric name, or dimensions, have been misconfigured. 4. There's not enough data for the metric to determine the alarm state. Can you cross check above all scenario
Setting up a billing for a US region, you will only be notified when billing for that specific region exceeds or is about to exceed. Other regions you will not get an alarm, you need to setup alarms independently for each region.

This is the region where AWS stores billing information, So if other regions services you are using then also it will help to get a notification. I mean when you want to set up a billing alarm, you need to choose this region(us-east-1) irrespective of the region you use to set up AWS resources. Why it is showing insufficient data, can you please help on how to change that state
