It hadn't occurred to me before but i think you're on to something with Solo having been the one responsible for the bodies in front of the vault. It would go a long way to explain why they got so defensive about being accused of lying. Because they are lying. That part is a solid fact.
I got this when he first gave food to Jules. The cameras showed the bodies as she received the food. My fear was that he had poisoned the others through the food and might do the same to jules.

Same question goes for the "9 days" concept. There hasn't really been any food stockpile addressed in the show. Other than the possibility of food running out. Seems strange for there not to be any food storage. I would guess the pact would have restrictions sure. That hasn't been talked about in show so far as i can tell.
Juliet fixing the pump in 17 will also lower the water level in 18 where the connecting doors are. Solo was trying to figure out a code for it ( writing on the board). I would speculate that Juliette does not need to go outside, she will enter silo 18 from down deep in mechanical, reuniting with Walker and her father. Thats why they are celebrating and sending a message to the whole silo with notes (in the trailers).
Juliet said the nearest groundwater pump is on level 30. Powering that up would stop the water from rising from there. Don't see how it would pump out water below level 30.
@ silo has no power, they made it clear that theres an external power source in IT. She will power on all the pumps by redirecting this power. What i assume is - turning on pumps will drain water completely and i have a hunch that water in 18 is connected to 17, because some tried to flood mechanical previosly

I believe Solo is the son of the Sheriff in the first episode. The boy who handed him the note and he told someone else to take care of him. I think that is why he remember the classroom, that ages match up. I like the idea of the numbers on the chalkboard being a way of breaking the code for the door. I think Juliette will convene Solo that she needs to get more information to save his silo and he lets her in the Legacy.
I'm going to stick to my theory that Lucas will be "seduced" by the Dark Side--and become the New Villain, after Bernard falls, probably at the hands of Robert & Camille Sims. Lucas as the new IT Head/Villain pumps-up the conflict because Lucas has affection for Juliette. And, I can see them on opposite sides of the Truth Game. As for Juliette, the series seems to be under-using her this season. Her story in Silo 17 is just a complete bore. Steve Zahn is doing a good job of distracting the the viewers from realizing there's no there there. I have NOT read any of the books, so Silo 17 may be important to the longer narrative--but Juliette/Rebecca is the Star of the series, yet the focus/best storylines are in Silo 18, with Bernard, the Sims, Sheriff Stallings, and Knox/Shirley. Finally, I theorize that Juliette will "connect" with Silo 18 not by going out in her fireman's suit and walking up to the front door; but, either by somehow communicating with Lucas in a Vault to Vault call, or by discovering and using the down deep tunnel/corridor between silos 17 and 18. I'm hoping it's the down deep corridors, because that will allow Juliette to return without Bernard knowing. IMO, Bernard's biggest weakness is his inability to "adapt" to new circumstances that are not mention in the book, "The Order." Bernard blindly follows "The Order" and can be defeated by thinking unconventionally. There's a LOT to cover with just 4 episodes left to this season.
This season has been stretched too thin, using anticipation as a crutch to the point where you finish an episode and realize tha almost nothing happened in it. Same thing as in Rings Of Power. Its becoming a pattern for Amazon Prime shows.
