Both(up and down) indicate maximum magnitude but in opposite directions. As the graph progresses it's magnitude increases upto it's amplitude. It becomes low(zero) only when the graph touches the axis of sinusoidal graph. Human eyes can visualise upto 60 fps Human eyes visualise as continuous part upto 24 fps Current (AC or DC) can't be stored, we can store only electric charge in capacitor. Dc is way safer in lower voltage even some case high voltage also . it doesn't hurt as much as Ac . main problem with ac is it block your hand never signal so not able remove hand from wire in case touch . while Dc not do so .
