Sorry for the late reply, guys...
Regarding the tutorial requests, what I basically did was:
    - Reserved a few gigabytes of disk space for the project (2 or 3 at lest)
    - Extracted the audio track using FFMpeg (command line)
    - Exported every frame into a PNG files using FFMpeg (command line)
    - Upscaled (x2) every PNG using Waifu2x Caffe
    - Experimented with filters and tools in Photoshop on the upscaled images
    - Once I was satisfied with the results, I recorded and saved my Photoshop actions (.atn file)
    - Batch processed the PNGs using the "Run action" option, where I selected the action(s) I created
    - Rebuilt the video from PNGs and MP3 using FFMpeg (command line)
If you're not familiar with the tools I used, you may need to google:
    - FFMpeg video to frames
    - FFMpeg extract audio
    - Waifu2x Caffe
    - Photoshop image restoring
    - Photoshop actions tutorial
    - Photoshop batch job tutorial
    - FFMpeg video from frames
    - FFMpeg add audio track

The strong message behind "Cha La Head Cha La" comes from the japanese Chara Hitchara, which basically means that you can overcome any challenge if you clear your head (fears, toughts, etc). They changed the words, so it still sounds the same, only now with an english hint added. Cha La HEAD Cha La.
Challenge, Clear Head, No Challenge. Thank you, Akira Toriyama! may you rest in peace in King Kai's planet :)

Thanks for making my childhood/youth years great, Akira Toriyama. Now please rest in heaven alongside other live action/cartoon greats from my childhood/teen days like William Hanna, Joseph Barbera, Chuck Jones, Charles Schulz, Tex Avery, Max Fleischer, Walter Lantz, Gene Roddenberry, Shotaro Ishinomori and of course, Walt Disney.
