The LED in the Schematic is drawn the wrong way around. The LED must be rotated by 180°. So the anode is at the bottom and the cathode is at the top. For your Tank Sensor: Instead of this HF NPN medium Power Transistor i would use a little N-Channel Mosfet (For example: BS170) with a pull down resistor (10k, or 100k is enough) from it's Gate to Ground to avoid uncontrolled switching on, then a Gate Series-Resistor for the Tank-Sensor-Cable like 1k or higher, but lower than the pull-down resitor. As long as the LED Current is lower than the Transistor can handle you don't need a heatsink. The Mosfet Circuit is way more Energy Efficient than yours.
