@@marcusbrown188 well, it looks like that. Plus the bad thing is that the legislators can't question the president live on the spot. This is what happens if the powers are excessively concentrated to one person. That's why I prefer Britain's form of government, which is the parliamentary system.
@@justanaverageman87 I do support having a non partisan speaker and have House Majority leader a proper tittle with leadership role to address domestic issues and affairs to give the president less work
@@marcusbrown188 or for short, make the president into a ceremonial or symbolic figurehead (or head of state only), and appoint the house majority leader as a prime minister (head of government only) to lessen the president's workload.
And the prime minister and his or her cabinet will be from the lower house.

It's probably due to some centuries-old mandate that discussion be respectful. And they take it very seriously.
It's because they have strict rules about insulting members' honesty and integrity. They get away with some minor insults and name-calling even though insults are frowned upon. But sexist, racist remarks and accusations of dishonesty and corruption are not allowed.
