Its actually a really fun chart once you understand how it works. I agree it is very difficult to read at first, in fact there are many sections where I simplify the pattern by abusing game mechanics

The game has a +/- 1 lane forgiveness; if the slider tick is meant to be on lane 2 but your finger is on lane 3, it still triggers. You can cheese the short sliders by not moving at all from the start of the slider. This mechanic can be used in all sorts of songs to "cheese" the chart. The classic example I would use to demonstrate this mechanic is the starting zigzag of Alien Alien; you can simply leave your finger on the middle lane and it will hit the entire zigzag perfectly. This mechanic applies to all notes, taps, holds, slides and flicks alike.

Actually I'm only on 10.5. The maximum is 11.0. But my eyes can't catch up with that scroll speed. Doesn't affect how fast I need to hit the notes, just reading speed.
It affects how fast the notes appear and how quickly they reach the judgement line. The song timing does not change, I am still required to hit the notes at the same timing window no matter the speed of the note. What increasing the speed of the notes does is to make the notes look less clustered together, making it easier for me to tell the timing which I need to hit the notes. If the speed is too low the notes cluster together and I get overwhelmed. If the speed is too high I cannot react in time.
