Yes your right but if the jets armed and they are lining up for an attack run it's an act of war. A civilian vessel can only get so close to a Naval vessel before a loud siren goes off and they get a message on the radio saying to back away or you will be fired upon. Like it she keep saying in the video. Two russian su47 correct me if I said the wrong plane. She keep sayin wings are clear will continue to track and monitor. Here's the thing their wings may be clear but we dont know if they have ammo in their gun so if they try to strafe the ship. Immediately the ship AA guns will lock on and the Vulcan will fire. The guns are tracking the Jets aiming right at them but as soon as they fire. They will Immediately fire the phalanx C.I.W.S . The gun is extremely deadly and accurate.

@@peterson7082 - All the more reason to not get excited. I was stationed, while in the Air Force, at the Alaska Forecast Unit, or AFU. One of my primary responsibilities was direct weather support to ANR, for Alaska NORAD Region. When the red phone rang, I grabbed the most recent weather satellite data, and my restricted area badge, and hot-footed over to NORAD, the two-star, and the Big Board. ALWAYS, there were Russian bombers inbound, and they needed my input to tell our F-15's where they could safely intercept the Russians. This meant knowing the Bear bombers location and course, and doing some pretty nifty forecasting of closure rates, as well as weather system's movements. I got pretty good at this, over time. It got me a Legion of Merit when I retired. I'm not saying it was a game, not at all. As the Commander of ANR told me, when I asked him what would happen if the Russians DIDN'T have a little visit from our guys, "they would keep coming." Not sure I believed him, but the US national ADIZ, or Air Defense Identification Zone, is TWO HUNDREDS MILES from our coastlines. All unidentified planes would be subject to intercept at that point. No wonder the Russians went to say hello to our boys in blue.

If these American ships are in international waters then Russia has every right to fly over these same waters.
Ye but there is a generally accepted rule that we keep our armed forces at a certain distance from each other to prevent any accidents or incidents.
No law but it's a courtesy thing we all agree on.

As the Commander of ANR told me, when I asked him what would happen if the Russians DIDN'T have a little visit from our guys, "they would keep coming."
