Since someone pointed out in one of your previous videos about the snitch as long as you log out in the white house and then when you first login fast travel to the classified mission directly east and he will spawn in the alleyway. Everytime for me. As long as you travel to that classified before anywhere else.

Since I have been hitting the East Mall alot lately, the Snitch always appears at loc 526, -843 for me. Travel to American History Museum, turn south through the wire fence. He's by the large kiosk to the right. I got Backfire for my exotic, Brutus and Cold Relations for my named.
i usually always find him outside DZ East charlie check point but he was next to the taxi graveyard area.
