I'm personally not a big fan of the militia, it was supposed to be a defensive unit, but it is still mostly used offensively.
Maybe they shout reduce the torch and base damage and increase the bonus damage against certain units.

I Dont think it was designed to be defensive. AOE3 Minuteman were defensive, bc they actively lost health.

The Rus AI can activate the Levy Militia ability from the Kremlin when threatened by enemies."
For me, it indicates that the intention was for it to be used defensively.
I'd say that it is similar to how people do tower hushes, the tower was created as a defensive structure, but players developed ways to use it offensively.
