In the previous game (Puyo Puyo Fever 2), Ocean Prince offered to give Sig 3 meals, naps, a walk, and snacks every day if he became his servant and helped him return to fish form, as he was trying to avoid his butler. Sig accepted it because he thought it sounded like a good deal.
