Agree. Dialects refer to communication systems (mostly spoken) that are understood among the parties involved. For example, Tagalog have different dialects which includes Batangueño, Caviteño, Tagalog from Laguna, and Tagalog from Manila. They have differences but still understandable even by the others. Languages on the other hand are stand-alone system of communication. It may be because of geographical or cultural boundaries. Prime example is Bisaya. It is not a Philippine Dialect but a Language because Tagalog people won't be able to understand it without prior knowledge to it. Bisaya also have dialects of its own like Cebuano, etc.
