People who wants the swordsman hat in order to buy it you must have one of the highest level swords(bisento, shanks sword, triple katana or yoru) I had previously had 200 in sword but couldn't purchase the item. I think u probably need 200 in sword and the high tier swords stated in order to purchase swordsman hat. Edit:Only managed to buy it after purchasing bisento
