The simple interpretation is that the banks will buy in anticipation of a rate cut (based on a degrading economy and endless delays). If it doesn't come, they have the interest while if it does they have immmediate capital appreciation.

Everyone falsely interprets the Sahm Rule. 0.50% increase in the 3 month rolling average unemployment is not a requirement for recession. The 2001 recession started when the Sahm Rule hit 0.3%. The 2008 GFC started when the Sahm Rule was at 0.37%. Right now, the Sahm Rule is at 0.43%!!! It's a certainty that we are already in recession!!!
