He was not starving him, he was forcing his opp to take his own life. That is how you have to play against that leader with all decks (do not attack the luffy and let him take his own life)
Not necessarily correct and ABSOLUTELY incorrect to say all decks should attempt this. If you overdo it and you LITERALLY never attack, you're very likely to get punished by 10c Kuzans, value Geckos (get 4c Kuzan/Perona/single/double garp, etc.) which can be an auto-loss for some decks. You have to make a judgment call on whether or not that's in the deck and honestly, Enel is one of the only leaders who can take that liberty (due to the resilient nature of the leader + the ease of healing, allowing you to negate the usual threats of constant pokes), as if you overdo it with the starving you'll lose to whatever survives and pokes you each turn whilst also risking having a bomb dropped on you. I've won games against Luccis who refused to touch me before turn 6 and they lost to me just going full don leader for 4 consecutive turns, without even going to 0 at all during the entire game or playing a Gecko/Kuzan. Was there a Gecko and an Issho (+2 4c Luccis) on the opponents board? Yes. Did it matter? No, because there was no pressure the entire game and when there was, it was too late. I personally VERY MUCH prefer the players who don't attack me, there's seldomly scenarios where that truly ends up being beneficial for you. You rather want to make a calculated decision on what amount is best to try and leave Luffy at, which will depend entirely on how much board presence you have and how many Sabos/blockers are on the BY side. There are many cases where bringing Luffy to 0 quickly is the play, as you force him to have the necessary pieces and if it happens to quickly, odds are they won't have them or that they'll run out of gas, since the main tool to keep going once at 0 is an unsearchable 4of. Again, Enel is one of the few exceptions that can do this consistently and not worry too much about it.

That means that if you trash the card (or pay the cost) you can do any of the following effects you’re able to. Therefore, if you’re not able to KO anything on board, or just don’t choose to do it, you are still going to do the remaining effects, wich, in this case, is to Draw 1.
That is, if the effect doesn’t require you to do the first part in order to do the second one. When this is the case, it will be written like that: “You may …, *if you do,* …”
