I didn't understand the example at 12:07. The route from West-DC has shortest AS-path (65001 once) so it should already be preferred over other routes. why would i need to set community 7224:73000?
Region, to which DX connection location is associated with, is always preferred - likely based on BGP's Orginate attribute. This attribute can be overridden by Local Preference attribute.
