The one in charge comes across as one of those women who says she wants a relationship with a guy but is not prepared to make important (to her) sacrifices. Read that she hasn't been married and just expects guys to fall in line if they are interested ... the antithesis of a traditional womanly role that doesn't come across as related to a deep commitment.
