When the Govt is Not Serious n not Bothered about administration, then what can you expect?there are No Checks n Balances in any Departments. All the govt Departments are lethargic n lazy n don't do their work properly as Govt only not Serious n CM has Given everyone freedom to do as they please as No strictness is followed.
