Can you get a face tattoo to change a person's face? Instead of plastic surgery to change a person's face, can it be done with maybe shadows/highlights to change appearance?

Pretty sure I saw some of them in some other video, or gallery, but the level of creativity still amazes me.
Same as the tattoo artist doing tatttoos of nipples for the women after breast surgery due to the cancer.
