Not ok. No means NO. Din should keep his hands off, till San clearly says yes, without constant pressure. San makes it clear several times, that he is uncomfortable. And then suddenly, after Din sneaks into his bed and hugs him, etc., then suddenly, San changes his mind?? Seems like a weird signal to send in a series like this.
While you're right that consent matters, but it's just in nature of some submissive people to play hard to get. They like being chasing but deny it. By this they also showcase Lead boy's chasing, his flirting skills and dedication to stay for his partner. Ofcourse line of boundary varies in real life from person to person.

San is an unvilling participant all along, until Din ENTERS HIS BED, and then, suddenly, he completely changes his mind and snuggles with Din... But up until then, all he did was to try and get Din to leave. And to me, that just sends some terrible signals. Because there are some very clear boundaries, when it comes to all kinds of relations between humans, but they are especially important, when we talk about romantic or sexual relations, and they are very simple: No means no. Please leave means exacly that. And stop means stop!

They should add some more perspective about how San feels or if there is a backstory about why Din is so confident about San will cuddle him back if he will cuddle him without asking. Afterall this is a bl fantasy series. Low budget and newbie actors. I think with time, they will improve showcasing it in a better way rather showing that San is being harassed by Din.
