With the Accessories selected, look for the policy setting named "Do not allow Snipping Tool to run".
Need to follow the same process but you need to go to User Configration, Administrative template, start menu and Taskbar, select taskbar remove option.
Press Win + R to open the Windows Run command dialog box. Type gpmc.msc and press Enter to open the LGPE. Navigate to User Configuration > Administrative Templates > Start Menu and Taskbar. Double-click on the Lock all taskbar settings option on the right-hand side pane. Enable it and check.

You are trying to do this via domain GPO or local policy?
