I suspect it's just the cost factor. It would cost 10's of millions to fully restore it. From what I have read the full budget is 6 million and thats for the partial work. It's a pretty big place.

Brutal. Fortress-like brutalistic architecture. Should be in a better shape.
I agree. There were plans to convert it to a venue for displaying art, but they seem to have fallen through.

Great place for a post apocalypse film hide out. Some of it looks a bit over-cantilevered as per structurally.
