Instead of switching to 'move' mode, you can immediately use ctrl-arrows to move selected regions around (an ctrl-shift-arrow to move them more).

You can resize the image by selecting the "image size" (ctrl+alt+i) to ten times bigger resolution. And make shure to let the "Nearest Neighbor (preserve hard edges) checked. Thats it.
