Come To Life is my favorite, and Donda is my favorite album of all time. The wierd "Tell The Vision" song was a song put on the album for Pop Smokes family so they can get royalty from that song.
The rollout for this album was one of, if not, the best. Absolutely insane time to be a music fan. Also it was one of the fastest growing albums (listens wise) in the first few days of its release.

The roll out to this album was something SPECIAL. I remember listening to the Apple Music livestream of the events held for the project. It was so dope to hear the progression and changes as he completed the album. The visuals were amazing and added to the spectacle that is DONDA.
So I think 'Tell the Vision' is supposed to symbolize a message from Pop Smoke from the afterlife, this is just my interpretation but it sounds like when you call the dead and this is the answer you get from him, the signal is blurry and not clear (although they had clear as crystal stems for this) so it sounds like he's talking from another world.

For example notice how Jail ends with the metallic drums, and it's only at the end of the song, that's to symbolize you just arrived to jail (after hearing the entire song 'guess who's going to jail tonight') and you're on the hall listening to other inmates hitting the metal bars. Then God Breathed makes you feel like you're in solitary confinement, a black room alone with your thoughts, echoey chorus, maniac screams and very gritty bass. Then Off the Grid feels like prison break, Carti and Fivio breaked in and got out and you're on pursuit to going 'off the grid', Hurricane feels like redemption and a moment of calm after the storm you let behind, notice how in Close to Life he ends the album (No Child Left Behind is just an end interlude) with 'so when I'm free, I'm free', but he doesn't claim he is free yet, or how in Up from the Ashes he cuts the choir at 'Been set f---'. It's really clear he was trying to break from his shadow during Donda but eventually failed as you might have noticed during V2. He even said that in an interview before V1 that he tried to be more in tune with Christianity but couldn't as he felt abandoned by God, that's what led him back to his shadows.

Then Off the Grid feels like prison break, Carti and Fivio breaked in and got out and you're on pursuit to going 'off the grid', Hurricane feels like redemption and a moment of calm after the storm you let behind, notice how in Close to Life he ends the album (No Child Left Behind is just an end interlude) with 'so when I'm free, I'm free', but he doesn't claim he is free yet, or how in Up from the Ashes he cuts the choir at 'Been set f---'. It's really clear he was trying to break from his shadow during Donda but eventually failed as you might have noticed during V2.
He even said that in an interview before V1 that he tried to be more in tune with Christianity but couldn't as he felt abandoned by God, that's what led him back to his shadows.
