Fugaku would be happy with this arrangement because he respects the 3rd Hokage as shown by his naming Sasuke after his father. Without Danzo he would grow up as Sasuke’s brother, the Uchiha wouldn’t want to rebel, since they would want to control Naruto as a weapon Fugaku would put them in their place. Kakashi would probably be tasked with monitoring Naruto and the Uchiha, a job that Itachi would join in on when he becomes an Anbu agent. A few years after that Itachi would be the sole holder of that job and Kakashi would become a team leader like in the anime. Having parents Naruto would be a promising ninja since he would have a proper foundation to support his near limitless potential. He would also know who his parents are, but wouldn’t be allowed to talk about it. The only conflict with Sasuke would be an over-competitive rivalry which wouldn’t matter because like the Tsunade dream filler Sasuke would train with Shisui and Naruto would train under Jaraiya while both get their training with Kakashi. Naruto would be able to train the ninetails chakra earlier and more affective my because Fugaku or Itachi would help by controlling him with genjutsu if he goes out of control. Naruto would be good with wind and have a solid foundation for fire style jutsu allowing for brutal fire attacked with wind-style rasenshuriken and shadow clones. If Fugaku died Itachi would get his eyes and give shisui his eyes and shisui would give his to his student, Sasuke. Marybeth it would be a 4-way EMS trade. If it did occur due to Fugaku’s death(most likely vs the Akatsuki), Naruto would be given the sharingan and maybe awaken the rennegan. The result would be a Naruto who masters more jutsu than anybody in history and has the ability to beat Otsutuki without trying. Hinata would still fall for Naruto because he would shrill be kind and train alone since deep down he feels he doesn’t belong. Even if the villages found out and hated him, it would only fuel him and hasten his progress.

He had nobody to send and he was limited in how much he could do to help. He did make Iruka his teacher and Iruka ended up being the role model he intended when he made that choice. I think it seems like he didn’t care because his actions were mostly indirect.
