At the end of the day we should be able to account for all money's collected. Also there should be enough road signs for drivers so they stick to road road limits speed.
In UK they will tell you the penalty is especially parking is 100 pounds but if you pay in the first 14days it is 40 pounds, if it delays it keeps building up and they will get a debt collector to track you and law will come in if all means fail.
Here in Ghana a lot of road signs are covered with billboards some are broken some don't even have signs, just yesterday at tudu we nearly took a one way without knowing it's someone who told us to return so I'm imagining a foreigner driving on the streets of Accra... this is a good step... with the revenue of this initiative be use for the development of the country? time will tell.
