The only requirement to a police vehicle to make a traffic stop is for it to have blue/red lights and/or a siren. CHP is not authorized to use unmarked cars for only traffic stops. Though it is not the most common practice for an unmarked vehicle to stop for a minor traffic violation it can occur as long as the police vehicle has the criteria stated above.
In Connecticut our state police are unmarked. Mostly silver, some black, some navy blue, and very rarely maroon. The only ones in CT that are "under cover" that I've seen are dodge chargers. But our state police hasn't ran marked units since the 90s. Local police I never really see unmarked units. Once in a while as a traffic control you'll see a local unmarked or a detective. Or even if all units are called out. But it varies by state. One other thing to note in CT is you can clearly tell if it's a state police car. You can just look up the cars on the web. But yeah. Depending on states/provinces. It's a touchy subject. So technically in some places they aren't allowed to be used and some they are.
I think that on the interstate, you're supposed to call in state police as backup because locals don't have jurisdiction over the highway and can only pursue once the suspect has left the highway OR if they were pursuing before the suspect entered the highway.
In Hawaii our PD used both marked/unmarked units to do patrol and everything under the sun. However the unmarked units need to have mini light bars in order to be seen when on duty but if they are not on duty the light bars need to be removed and they are unable to do stops.

About the first suspect you chased, he had a felony warrant and that means he did a crime involving violence so the suspect definitely was dangerous... well in the end he got ran by a car so that was a sad end for this guy in that chase. Btw. in some states you can drive on bike without a helmet, not sure if that is same in California.

All states are different unfortunately, Pennsylvania police can use any type/color/etc of car to run traffic or patrol, go to neighboring Ohio they can not run unmarked cars for traffic, must have some sort of marking on it, most departments in ohio will just put a small magnet or decal that says police on the front doors, or get the car done in ghost graphics...all department preference, but in my town the police have 2 completely unmarked Taurus's and they look like civilian cars until they light up lol.

They get dispatched for fires upon a vessel or a structure near a body of water, for missing persons near a body of water, anyone who has fallen off of a ship and needs to be rescued, someone who went for a swim, but went out a little too far, or if someone found a dead body that was dumped into a river, lake or bay.

Non-descript: A vehicle that is used by the department that does not look like a fleet nor a patrol vehicle. It may be equipped with a siren and emergency light(s). Note: Unmarked vehicles will NOT be used for routine precinct patrol duties, unless as a last resort when no other marked vehicle is available. May be used by a supervisor, when necessary. May be used by precinct personnel for special assignments. Non-Descript vehicles will not be used for routine precinct patrol duties. May be used by supervisors only when marked or unmarked vehicles are not available. May be used by any member for special assignments with commanders approval". It can be confusing, some states allow the use of unmarked cars for routine duties, others cannot. This is a prime example.

Unmarked units CANNOT pull over people. That HAS to be done by a MARKED unit. Marked units are regonizable and an unmarked unit simply isn't.
Assuming you are doing a California patrol, California law requires at least one front facing solid red light on an emergency vehicle
it is an 06 or newer crown vic very hard to tell...

This is totally legal, traffic stops were the main reason that they even came up with unmarked cars. So people would not think that they are cops.

For an unmarked to do a traffic stop they must be. uniformed. The car doesn't need to be marked as a cop car.
