This is not a new concept, we use all the time in blenders.
Blenders have water tight brushes that avoid liquid to leak below.
Your project has 3 flaws:
1. It's not leakproof
2.its not heat proof
3. It's no hygienic
4.its not ideal as a stirrer, better stirers with motor mounted on top is a better option.
5. It's not feasible for mass production.
6. Fewer buyer's
