Does no one pay attention? How is it, that in every world, Kallen dies? Otto said so himself, that no matter what he did, she always died, no matter what. Why, no matter how much stronger humanity got, Honkai always came out much stronger. Why, despite being able to defeat previous Herrschers, did the Flamechasers lost so one sided against HOTE? Because it's all set in stone. The future has always been set in stone, despite Honkai being meant to test Humanity. Humanity was never meant to win. Along the way, Otto realized this while trying to revive Kallen. So when he created other Branches with countless possibilities for Kallen, he brought some of the Imaginary Tree's power to the main world, changing it's already destined fate. Now, whether humanity wins or lose, it's up to everyone. Otto gave Kiana and everyone the chance "To changed this story how they wanted." It wasn't pretty but we've seen in the real world that you have to live in darkness to see what the world truly is.

Any other Otto would do the same cause the end goal was Save Kallen. The price was his very existence and the Honkai. People only tend to see the bad and ignore the good, which he has done more of. It's a shame but that's the life of a Villain.
