Send Push Notifications Between Devices (FCM) + API Level 33 Support

In this tutorial we will learn how to send push notifications between android devices, using FCM, which stands for Firebase Cloud Messaging.
In this demo app, we can get the user input and send a notification to the desired topic.
We will also have the option to subscribe to a topic using the UI.
In this tutorial, I will also show you how to support the new notification restrictions they made with API level 33.
