5:43 I saw a different version of this reel with a "Y" end that would attach to two studs on either side of that cross wind block, so this is a completely different set-up with just a flat arm and single stud. Doesn't look like a super reliable connection on this version if that's how it's really supposed to connect... I found another reel, a "33", with a flat arm like this one you have, but on the cross-wind block stud, there is a washer/clip on that stud similar to the one on the gear at the other end, so the one you have probably had something similar at one time as well.
Dennis, I did a Video on that reel but it doesn’t show that connection point very well. On mine the crosswind arm has a part that wraps around the back side of that block and the two studs (One on front and one on back of the block) hold that arm to the block. The only way you could get the arm off the block is to pry the ends of the arm over the studs. The block was held to the axle by an E clip on the back end. It looks like you are missing a stud and the back side of the arm. If you care to see it you can watch the assembly video (part 2). It took me a long time to figure out how to completely take that reel apart. You can certainly see an amateur try to figure it out in that video. I’m getting better. Anyway, keep the videos coming. We are all learning from you. Fish On!
These are strong reels like the Mitchells. Unfortunately parts availability is a lot less. Hopefully, I can find what I need to give this one a 2nd Chance! Thanks for the note Bob - Dennis

You can tell it’s a Cardinal 4 by the handle. I own six of these - 3 Cardinal 6 and 3 Cardinal 7 reels both models considered to be saltwater. When I heard the sound I knew what was wrong. Any seller should let you open the single screw side plate. If he wouldn’t i would not buy it. I just put line on one of my 7s to take it fishing this week. The bail has springs on both sides. I’ve replaced that oscillation connection to the shaft twice. I found a couple refurbished ones that were stronger than the originnal. Of course the larger 6 and 7 reels are different than a 3 and 4. There is probably a C-clip at the point. On a 6 and 7 there is an entire connection wrap around strap that connects to the axle shaft with a c-clip and to the arm with another c-clip. It could be the same on these smaller reels but I don’t own a 3 or 4 so I don’t know. Getting a 4 for $5 is a steal even if you have to buy a few parts to fix it. I had a bigger problem with the bail stop mechanism on th 6 and 7. It is very different from what’s on the 3 and 4 and has 2 springs instead of 1. I really like these reels. They are immensely popular on eBay with the smaller models commanding the highest prices. There are also parts available on eBay for these reels. As I have 6 of them you know I like these a lot! - Chris PS. I’d love to have the parts! Lol
